Yes. Learning Beyond Paper is active on OCDEL’s approved listing of comprehensive curricula for infant-toddler and prekindergarten classrooms, which the Department of Education keeps up to date. Keystone STARS programs working toward STAR 3 or 4 can earn points for using a curriculum from that listing. Your STAR level still depends on the full set of Keystone STARS standards.
Child care centers, group homes and family child care homes in Pennsylvania are certified by OCDEL’s Bureau of Certification Services under 55 Pa. Code Chapters 3270, 3280 and 3290, with an unannounced inspection every year. LBP is not a compliance service, but it gives you written, age-appropriate lesson plans for each room and a daily activity record, so your program files are in order when a representative visits.
Yes, LBP is on OCDEL’s approved prekindergarten curriculum listing. Pre-K Counts serves children from age three to kindergarten entry in families earning up to 300% of the federal poverty level, and child care centers and group homes need a STAR 3 or 4 rating to take part. Pre-K Counts expects a comprehensive curriculum, so confirm your grant’s specific requirements with your program contact before switching.
Child Care Works payments are managed by your regional Early Learning Resource Center, and the Pennsylvania Key notes that providers can receive increased CCW payments based on their Keystone STARS quality level. LBP supports the curriculum side of moving up in STARS. It does not set your rates or a family’s eligibility; your ELRC and OCDEL rules do.
